Did night come and you were not able to return home on time?
ln the mountains it can rain or even snow a lot. You may need some places where you can take refuge from bad weather or sleep if night comes and you can’t make it home before it gets dark. These places are called «shelters,» because they are places where you can be safe and find refuge from any problems that may arise.
When the Israelites were in Canaan, there were also places of refuge for those who needed to find somewhere safe to be. At that time, there were no police or judges in courts like there are today. If an accident occurred and a person died, the family of the deceased could accuse someone of the death of their relative and take revenge on them.
What if that person was not guilty? What if they were innocent and it really had been an accident?
God indicated that there had to be cities of refuge in case someone needed a safe place to protect themselves from the revenge of others, as well as to have time to evaluate the situation and get a fair trial.
All the Israelites had a city of refuge within 30 miles or less. ln those cities of refuge, people were safe until they received a fair trial. No one could harm them there.
God established six cities of refuge, three on each side of the Jordan River: Bezer, Ramoth in Gilead, Golan, Hebron, Shechem, and Kedesh. All were in the territory of the Levites.
